In 1960, Joan Nobles was president of the PTA when a young juvenile probation officer spoke about the need of a home for girls that had no place to go. Mrs. Nobles and many others worked for three years to open the first of such homes where five girl "ranchers" came to live.

In 1985, High Sky Children's Ranch was re-licensed to accept boys as well as girls so brothers and sisters could remain together. Today, High Sky has several homes on campus and foster homes in the Permian Basin. To provide a higher level of care for children, High Sky Children’s Ranch was re-licensed again in 1987 as a treatment facility to work with more traumatized children. By implementing the Teaching Family Model our facility provides a structured environment for behavior management with children.

Today, High Sky Children’s Ranch is one of twenty-one sites in the United States and Canada certified under the Teaching Family Model. We have six programs that are designed to help troubled children and families: Therapeutic Foster Care, Community Foster Care, Stay Together Runaway Prevention, PAL (Preparation for Adult Living), LIFE (Living Independently, Financially and Emotionally) and Eagles Emergency Shelter.
